López Appoints Deputy Clerk and Recorder and Director of Elections

Veteran Assistant City Attorney Victoria “Vicky” Ortega will join the staff of Denver Clerk and Recorder Paul D. López as Deputy Clerk and Recorder.
“Vicky is an amazing addition to my team,” López said. “Her work ethic, legal knowledge and roots in the community make her a valuable asset to not only to the organization but also to the people of the City and County of Denver.”
Ortega holds a J.D. from the University of Colorado School of Law and most recently worked in the Municipal Operations Section of the Denver City Attorney’s Office.  She is a 2019 graduate of the University of Minnesota, Humphrey School of Public Affairs, Elections Administration program.
Ortega’s legal work has included elections and campaign finance; transactions, drafting and negotiating contracts, tech agreements, leases, grant administration and compliance, including Head Start, employment and training, TANF, CSBG, and other federally funded programs; minority, women and other small business contracting programs; non-discrimination laws; trademarks and copyrights; and serving as an attorney advisor to client agencies on a variety of local government law issues. She previously received Special Recognition from the Metro City Attorney’s Association for her role in successfully defending Denver’s affirmative action ordinance.
“I’m honored to join Clerk López on his mission of taking an already excellent organization to new heights,” Ortega said.  “I look forward to working with the very talented team in the Clerk and Recorder’s office to uphold the principles that are the cornerstone of the agency – transparency, fairness and exceptional customer service.”
Ortega’s appointment will be effective August 19, 2019.

Deputy Director of Elections Jocelyn Bucaro has been promoted to Director of Elections. Bucaro joined the Denver Elections Division in June of 2018 after serving as Deputy Director and Director of Elections for the Butler County Ohio Board of Elections.
“The Mile High City is home to the best elections team in the country, and I am thrilled to appoint Ms. Jocelyn Bucaro as Director,” said Clerk López. “Her experience, dedication, and work has proved to serve the people of our city well and I am pleased to have her continue to lead her excellent team.”
Under her leadership, the Butler County Elections team received multiple awards from the Ohio Secretary of State for their successful poll worker recruitment program and early vote center operations. Bucaro also served as the President of the Ohio Association of Election Officials and on its Legislative Committee.
Since joining Denver Elections, she has led the implementation of new innovations, including the successful mobile phone voting pilot for military and overseas voters in the 2019 Municipal Cycle, a texting service for voters to cure deficient ballots, an accessible vote-at-home ballot for voters with disabilities, and an interactive and accessible sample ballot.
“I am honored and excited to lead this team. Denver is fortunate to have the most dedicated and innovative elections team in the country, and I feel so fortunate to be a part of it,” Bucaro said. “We will continue to strive to provide exceptional service to voters and seek ways to make access to the ballot box easier for all citizens of Denver.”
Bucaro’s promotion was effective August 6, 2019.
